CMS has made available the Final Rule for Home Health Agencies, which takes effect January 1, 2011.
The Final Rule included several anticipated but controversial provisions including a rate cut to providers, physician face-to-face meeting clarification, home health agency capitalization and change of ownership changes, increased focus on therapy documentation that proves effectiveness, and quality reporting related to the HH-CAHPS Survey.
Regarding the rate cut, CMS had originally proposed reducing CY 2011 Home Health PPS rates by 3.79 percent in CY 2011 and an additional 3.79 percent in CY 2012 for additional growth in aggregate case mix that is unrelated to changes in patients’ health status. In response to comments and advocacy efforts, CMS has finalized the reduction for CY 2011, but has postponed action for CY 2012 to allow for further analysis.
